The Commander, along with his second in command, Lieutenant, run the entire Spartan Referee Organization. He is an ex-military soldier who survived the Covenant Wars where he witnessed the Master Chief take on an entire Covenant ground fleet by himself. He was soo impressed by this feat he set upon himself the task of becoming a Spartan himself. When the Spartan Academy first opened it's doors, he got his chance.
After being one of the first to graduate from the academy, he founded the Spartan Referee Organization in hopes of reducing the number of lives lost during combat training. He now commands all spartans in the academy and runs all of the combat scenarios out of his headquarters on Foundation.
